Seeking CSS Tab Script +

Hi there,
Am looking for a css driven tab layout where I can have a sub list of items/links under one of the tabs, and have that sub set of items/links be to anchors in the current page. Want the tab set to stay stationary while text on the page being linked to moves to the top of the page. Is this possible, and does anyone know where I might find the css.
