See were used a file or changed a file

Hi friends, i have a realy realy important question to you!!!
Have Novell a logging mechanismen, which allows the admin,
to see where used a file a last or over a period of time??
It is realy important for me, to see where changed a file oder
read it, because this person could copy the imformation in a file to a nother.
Have Novell a maintenance history for files, where you can see
who and when open the file?
