Is there a way to set security within Crystal Reports V8.5? I want to have people view reports only, but not be able to change them.

There is no such setting within Crystal Designer.

If you have Crystal Developer 8.5 you can use the compiled reports feature to distribute the report as an executable.

Alternatively, develop or purchase a 3rd-party Crystal Reports Viewer (see list at: If your users use such a Viewer to run the report, they won't be able to modify the report design.

If the issue is protecting the report design as "Intellectual Property" there are other options.

CUT, Visual CUT, and DataLink Viewer:
view, e-mail, export, burst, distribute, and schedule Crystal Reports.

Another option is to set the .rpt files attributes to read only.

Then they could save a customized report, but not to the same name.

You could distribute report output, exported by you as Word, Excel of PDF. That means that they can go to people who don't even have Crystal, which is fine if you don't want them to be creating Crystal reports of their own.
