I understand how to setup security using a workgroup file. The only trouble with this is, when I put a database and the workgroup file out on a network, another machine needs to 'join' this workgroup in order for the security to work properly. In addition, on my same machine, all databases I open want to use this same workgroup file.

Is it possible to use these security features in a single database (without using the command-line switches). I don't want to use command-line switches to specify a workgroup file because keeping everyone using a certain shortcut will be impossible. Many people just navigate out to the database itself and don't use a shortcut at all.
 
You NEED to use the shortcut. If someone can open your database without using the shortcut then you messed up and didn't secure the database properly.

You need to make sure to remove the ADMIN from the ADMINS group. But don't do it until you add yourself into the ADMINS group or else you'll be screwed and it will be toast.

I suggest doing this on a copy so you don't mess it up at first.
