Is there any way of ensuring that a database is not copied on to a disc and removed from the premises by an authorised user?



 
No.

If you decide to use Access, your best bet is to...
- Split your database into a Front End and Back End.
- Ensure the Back End database with the data is located on the server where proper network security has been setup. (On Novell, you can use Copy Inhibit)

OR
You can upgrade to Oracle or MS*SQL or perhaps MySQL.
