Security Settings on IE 5.5

I seem to be having a problem displaying Flash content.

If I log on to a Windows NT4 Workstation with Internet Explorer 5.5 and Flash player 7 installed and try to view a site with Flash content, it doesn't show. If i log on again with a user account that has full access to IE's Settings, the flash content will show.

I was wondering if the problem had anything to do with the security settings that our logon scripts set. If so, what is the best way to change the settings with a logon script.

At the moment we set the proxy server and homepage by inserting a registry change into the logon script.
