Security settings in Excel2000

I'm writing an automated program that runs on the server that requires opening an excel spreadsheet that has macros in excel2000. I'm not sure what the security settings are, but when I go to Tools|Macros|Security, the Security tab is grayed out! So, like, how am I suppose to change the settings if the tab is grayed out??????????????
HELP!
