Security rights Are being lost for send as rights since Upgrade

Hi, We have recently upgraded out network to windows 2000-2003 mixed mode, as well as upgraded out primary exchange server to exchange 2003.

One thing I noticed is that all of our send on behalf rights were lost, and also the way outlook handles the rights has changed.

Before the upgrade we used send on behalf rights, and emails would look like they were was coming from the name of the mailbox without the xxx on behalf of xxx part. I realise that send as and send on behalf are two different sets of rights, but that leads me to the problem I am having now. The users in my comapny need to respond to clients as the mailbox, not on behalf. this is all fine except when I apply the send as rights in the security tab of the user in AD of the shared mailbox, it take a long time to replicate, then after it replicates, they can send as, but then an hour later, the changes are lost. I go back into AD users and computers and the security group has dropped out of the access list ! I canont figure out what is happening here.

Any help would be greatly appreciated.
 
Anyone know anything about why this may be happening?
It only happens on some mailboxes / users and not others
