How can I stop users from accessing any inbox in our system.
By selecting File >>open>> other users folder , anyone can open any inbox on the Exchange server. PLEASE HELP

Check the following article, I would expect you have configured one of these (more than likely send on behalf of).

AND check that you have not given full mailbox rights (through ADUC) to your userbase.
