I'm not actually certain that the subject is correct, but I'm hoping it is close enough.

I am in a situation where a number of us usea Windows 2003 Server using Terminal Services.

The machine was set up such that we each have slightly different views of the machine. E.g some can see the C: drive but some cannot, but they can see C:\CD as the X: drive.

Also, Windows explorer Tools does not have the Folder Options and we don't have access to Control Panel.

We can all log in as Administrator.

The guy who set it up has left.

I have looked around to try to find out how to change some of these settings but have had no success.

If someone could point me in the right direction I would be very grateful - or should I just leave well alone and live with it unitil I find someone who knows what they are doing?

 
These changes are either in the Group Policy for the TS, or in the local security policy, assuming the areas changed are not set in the GPO for that machine.

Look in the Adminstrative Templates for Computer and User in these areas.

Other places to look are the TS management app in Adminstrative Tools (Control Panel). Here you can set security for groups of people. It may be that he has created local groups or domain groups for people who would have certain access to the things you mention, and so has created security profiles for each group or user.
