In a network of about 20 computers I have Administrator rights but cannot change the wallpaper on the desktop. I have tried doing this from the Registry does not help. The same trick works on other stand alone computers.
I have also tried create a new local user with administrator rights. Disconnected the network cable. Logged in with local user but still cannot change the desktop.
When i right click on the desktop there are only thee tabs in the settings box.
Is there anyway the group settings can be byepassed or overridden.
The group security policy reside on the local computer or on the network.
 
Start, Run, gpedit.msc
Navigate to User Configuration | Administrative Templates | Windows Components | Windows Explorer
In the right pane, double click on Turn On Classic Shell
Set the radio button to Not Configured then click OK
