security issues with stored procedures on AS400

As a developer I would love to be able to create stored procedures on our AS400 even if it is just in a test region and test library. Our AS400 administrator does not what to grant developers the security rights to do this because he claims he can not limit us to a specific region or library. He claims that he only has the option of giving us the right to create stored procedures everywhere, and he doesn't want us mucking around in production schemas. Is he correct? Is it not possible to give developers the ability to create stored procedures in some libraries, but not others?

?? IN SHEMA_NAME ??

I dont know if that's possible...

You can perhaps grant to create in a shema and not grant to create in another...
