Security In Exchange 2000 and Outlook 2000 Again.

Ok very similar question to one i asked before. I use exchange 2000 and outlook 2000 as client. I am trying to figure out the primary account to delegate account permissions. I go into Outlook in the delgates tab and assign the delgate... But The only way I can get the delegate to have access to the primary account is by using Active Dir for users and computers... i go to primary account properties then the "exchange advanced" tab and the "mailbox rights" button. If i select the delegate's account and give them "full mailbox access" then they can get in, but the problem is they can get into everything. All email, contacts, calendar.... everything. I want to be ableto limit their access. I have tried many combinations of settings. Any changes in outlook on delegate tab ie none for access on email doesn't work. The delegate can still get to the folder i checked "no access" on. I have searched microsoft's site as well as all previous posts to this site. I can't find anything. I have tried unchecking the "Full mailbox access" in the Active Dir for users and computers but then the delegate can't get in at all. No matter what the settings say in outlook. If there is an answer to this I'd love to hear it. I did a default installation of Exchange. I don't know what I could have missed but if someone knows what to look for it sounds like an exchange server problem to me. Exhcange is just skipping outlook's permissions.
