Security > User and Group Accounts; No info?

I have an issue on a user's PC which is causing knock-on effects for an in-house Access Database. I have investigated and I’m 99.9% certain the issue is with security setup in Access 2000. When Iaccess the menu option Tools > Security > User and Group Accounts - all the information is blank.

From looking at my PC and other users who work near them this person should see a default user of Admin and the Groups - Admin & Users available. I could create a new user but I won’t be able to add them to a group due to nothing being shown in “Available Groups”. I have since tried copying my own workgroup file (.mdw) to their PC and running the Workgroup administrator to join this file but it’s made no difference.

I tried running wrkgadm.exe from Start > Run on their PC but it states it can’t find the file. I don’t think there’s relevance in this as another user gets the same message but has no problems running the Access database.

And a final test is if I attempt to create a blank database on the local C:\ I get the error message “Cannot update. Database or object is read only”

I am a little perplexed on how to fix this, last resort could be to re-install Access 2000. As stated I’m sure this is a security issue but I don’t know how to restore “default” settings as I thought the Workgroup Administrator would do this?

Any suggestions/help would be grateful.
 
Workgroup Administrator should have been able to restore settings.... You could try deleting the workgroup file that it is joined to and then start Access. It should create a default file. I doubt that will help.

You could try a repair intall. Honestly though rather than guess and potentially have to go through the next set of steps any ways, I'd skip to the paranoid corrupted install solution. The below is the most paranoid solution (most likely to fix anything) I can come up with...

Set a restore point - In case things go Horribly wrong
Uninstall Access and the rest of office.
Delete all files in the office folder.
Check Restore point space to ensure you can do another...

Run a registry cleaner such as Eusing (it is a free one)
Restart the computer
Defrag the hard drive if you have the time...
Install Office and Access

Optionally decrease the restore point available size if you had to increase it when you are sure EVERYTHING not just Access is working properly.
