I want to put the videi from my security camera on my web site using FrontPage 2002. I got a USB input into the computer but I cannot figure out how to view the output live on the web site. I have my own server with a static IP address for this.

You need special software. Check out true tech. I think trutech.com they have free webcam software. DeZiner
