Security Auditing (Account Logon/Logoff Events)

I'm trying to audit Account Logon/Logoff Events on my Windows 2000 Server. I've enable Success and Failue Audits on the Account Logon/Logoff Event from my Default Domain Group Policy, but when I check my Local Security Policy it dosen't show any auditing for the Effective Setting column. Also, no logs are showing up in my Security Log. I have done a secedit /refreshpolicy. Please let me know if I am missing a step.
