is it possible to see who has made changes to the security settings on a report or folder basis.

Ie who added a certain user to the system and who took another one off?

No. You needed to set this up on your own to audit security.

There is a table in the ReportServer database named dbo.SecData. You can put a trigger on this table in order to log to an audit table.
