Security, Access Versions and Workgroup Behavior

I saw unusual behavior with permissions when I upgraded from Access 97 to Access 2003. Specifically what I noticed is that even if converting the workgroup to 2003 format the Users group does not seem to be the same as that in the default Access 2003 workgroup.

Can anyone confirm this or perhaps I did not really convert the workgroup and only think I did?

I am just trying to figure out what is up... My understanding was the Admin user and Users group were common to all workgroups. The Admin user does seem to be accross versions. Unfortunately I noticed this behavior after a reload of my machine and I did not bother to install Access 97 alongside Office 2003.
