Securing folders and reports from Crystal Enterprise Administrators

I need to find out how to set up a folder with reports that must have no access by the Crystal Enterprise administror(s) on the server. The folder is for Human Resource reports and should only be accessibile by a set of administrators in the HR group. We are on Crystal Enterprise 10.0.
 
You might be able to go into the folders security and remove the administrator from having rights, but they can probably go back in and put themselves back in.

An administrator is intended to have control over everything in every system I've seen.

If you can't trust your administrator with that information, then they probbaly shouldn't be your administrator.
