Secured Db Opens When System.mdw Is The Workgroup

Hello,

I have created a be/fe database in Access 2003. For some reason, when attached to the system.mdw it opens right up. But, it only does that on the client's server. On my office setup it will not allow access.

I have disabled all of the rights for the Admin user and assigned it a password. I have done this for other clients and it has worked fine.

Please advise.
