secure password authentication

I run Exchange 2000 on Windows 2000. I just purchased and installed a certificate from a public CA. I want to require secure password authentication from pop3 clients. I prefer not to require ssl for the actual messages as it may slow down email sessions and I am more concerned with username/password. Can this be accomplished?
