secret to page breaks

I really hate asking stupid questions, but Ive been struggling with 6i reports and page breaks. I have managed to do reports that page break.. for example a report of employees grouped by department that page breaks on each department.. but every time i have done one of these reports it has been brute force, setting page breaks on anything and everything until something happens.. can anybody give me a clue about how to know what object needs a page break before/after to do a basic report...

For the department repeating frame, set propery "Maximum Records per Page" to be 1.

it cant really be that easy... and i wasted all that time playing with page breaks properties, i should have realized that developer's page breaks didnt have anything to do with page breaking..<G>
