Secondary Server is shown Disabled.

I'm using Symantec AntiVirus Corporation 10.0 on the network and installed server version on another server. Initially, SSC can view it as Secondary Server. I configure it run liveupdate automatically on schedule next day. Then don't know when to happen that it shows 'Disabled" now at SSC as below item (as below)

Symantec System Center
------ Server1 Disabled Windows NT
-------Server2 Primary WindowsNT

Is it normal? If Server2 down, then I can't make Server1 as Primary Server because it's disabled. How can I fix this? Thanks.
