Secondary normal.dot/Building Blocks

I am about to deploy Office 2007 and what I am wondering is if it is possible is to have a normal.dotm and a building blocs.dotx for the local user that they create/save/edit/del/etc. and then a predefined second set thats read only. So whenever we want to make a change I don't have to modify like 500+ users local files and possibly erase something?
