I am trying to set up a (for fee) membership management system at a web site, and have hit a wall. I am hosted at XO, and as time has gone on, I have found that I have to store everything in the /web directory. No problem, or so I thought -- I will create a sub-web, and set permissions. But, the "Security" under "Tools" is grayed out in FP2K on my machine (Windows 98).

How do I do this? If solved, it is worth (some) $$$ to this site, or to anyone who can resolve the problem (or both).

My preference is for people to log in, and then have a certificate re-entry, but I will settle for username and login (the XO site provides certificates).

I will more than appreciate any and all responses. There will not be a great number of users on this site, so it does not have to be robust. (I am a programmer, but not a webmaster).
