Second level call-forwarding problem

Case is: Two Meridians in nett, The first a 51 with the DID-lines and with a TIE-trunk to an Opt11.
Problem is: Calls enter the 51 on the DID lines, get routed by CDP/DSC to the Opt11 where the phoneset is, this set is CFW to a set on the 51-site. This works fine, calls get forwarded and the phone rings ok. But if the call is not answered and FNA is activated (CLS = FNA CFTA CFXA)the switch will not forward the call, just a fast busy signal. EFD has a valid DN entered. This happends only to external calls, not calls that originate from internal DN's.
Has CLS=SFA on both sets, and Tromboning is allowed on both the DID and the TIE-trunk.
Both switches are Rls.21.19.
Any ideas ?
 
check to see in the ftr data and rdr data in the options if it is cff or cfo, make it cff.
