This is an old Compaq desktop running windows 98. My grandchildred use it for educational games. Now they are getting into photos so I bought a used hardrive to install as storage.
I set the jumper for slave status (no jumper) and installed it. When I booted the computer it said there was a new configuration and listed both hard drives. I hit F1 to accept.
The computer booted into windows 98 and everything seems normal but I can not find the second hard drive.
It does not appear in windows explorer and when I go to system tools it also can not find it.
Any suggestions?

Well the harddrive might be formatted NTFS, in which case 98 can't read it. Get a 98 boot disk and format the new drive with FAT32. You can google for instructions, but be very sure you don't fdisk the original HD. In fact you might want to disconnect it while you format the other 'new' drive.

Open a dos box in win98. run fdisk, and use option 5 to change to second drive. Then use the display partition info option to see if it is partitioned or not. If it is, just delete existing partition (if its ntfs will appear as non-dos). Then create a new one. exit fdisk, reboot and then format the new partition after its rebooted (should be drive D:) - you should be able to do this from dos prompt or explorer.
