Second Dialogic board not being seen

Hello,
I have an Octel 50 system licensed for 16 ports and I cannot seem to get the second dialogic board to be seen.
Both boards will work as board 1 so I know they are both good.
board 1 has dipswitches down, down, down, up, IRQ 5 and JP7 in place.
board 2 has dipswitches down, down, up, up, IRQ 5 and JP7 unbridged.
When Octel starts it always says 1 board detected.
Am I missing something or is there a diagnostic utility I could use to see what my conflict is?

I am not familiar with Octel 50, but with some other voice mail systems, u need a "board zero", then a "board one
