Second call required on Intercom

Problem is that of second call appearance on second intercom key and third one going to voicemail. These phonesets have two intercom keys and if I specify fwd on busy after 1st call it straight goes to vm instead of coming to second intercom. And if I don’t specify forward on busy second calls come in on the second intercom but third call just gives busy tone.

Is there any particular way to program it

on a bcm a phone is busy if it is in use period. Also, only as many calls as intercom buttons will go to vmail. Typically I give all phones 3 intercom buttons, and forward the phone no answer to vmail, but not forward on busy. That way each call (up to 3) will ring on the phone then go to vmail if not answered.
