SECC product database install problem

Stage #5 Part #4 stops and says:
"Setup is not able to determine service status 1 after starting up service SYBSQL_RYD188SECC"

Tried totally removing Sybase and re-installing, no help.
My install time PEP was installed at the proper time (NS040206SU16S)

RYD188SECC is my server name.

Anybody have this before?
