Sec Master Drive Incompatible

After looking for this string for awhile I gave up! I know it is here, I've seen it! AnyHoo, my error at start up is "Sec Master Drive Incompatible" ATAPI Something or other. I'm sure that the driver is bad and Microsoft.com says to go into the whatzit and remove all occurances of the whozit, and reload the CD-Rom driver. I say HUH? Can someone put this into simler terms for me? Let me tell you a little more to help with diagnosing:
I'm running XP Home ed. and I went to load Visual Basic Studio.net from my school who has an agreement with Bill G. to distribute it to students. When I went to load it it won't find all the files and therefore won't download. So I started to research this 2 days ago, and Microsoft.com said it's a driver that XP installed for the CD-Rom instead of the one that came with the CD-Rom. Now I have installed a new HD (Maxtor 60 Gig) and reloaded all my stuff (I needed a bigger one anyway, and I was hoping to fix this that way) but I still get this error.
What to do?
