Not sure about your host - check them. I know ours offers free site search tools such as SWISH-E.

Probably so. Not sure what permissions you have. There are lots of free and/or open-source site search options out there. Find out all you can from your sys admin about what you're allowed to do, and what server environment, etc. you're running.
