search order of gateways in CM3.3 route group

To which gateway in a route group, would an outgoing call route, if the priority of the gateways and ports are the same and the gateways are configured in different locations and device pools?

As far as I know, it'd be like a roundrobin type of effect. I don't think CallManager is smart enough yet to know about distinguishing between device pools when it deals with route groups..
