SE Can't Save Config

We have a customer with Server Edition R11.0.4 with 3 IP500 expansions. All show green in Web Management 7070, all show a valid Server Edition license, but the expansion at Node 1 will not save any changes, and the weird thing is, is when we open the .cfg offline it opens in Basic Mode and it even shows a valid SE license, all other configs and the .cfi open fine. We thought it was the SD card, needs recreated, but I'm thinking the config may be corrupt. Seems very weird that a .cfg would show a valid SE license and still open in Basic Mode.

Any ideas?

What do you see when you open the manager?

When opening using the configinfo.cfi all opens fine, opening just the .cfg for Expansion 1 opens in Basic Mode.
