SCv2020 initialization issue

I have an SCv2020 purchased used without drives. The top controller boots to a certain point and then gives a message essential drives 6.5.4.3.2 missing and keeps looping.
Factory reset command will not proceed as the system has not fully initialized.
Would anyone know how to rectify this issue.
