SCSI fast locate block puzzlement

We have a number of STK L700 libraries, hosting various LTO1 and 2 drives (according to location and age of install). These are either SCSI or FC connected, again depending upon age. We use Netbackup 4.5 MP6 currently. We have followed advice and set our netbackup storage units to have a maximum fragment size of either 512Mb or 2048Mb, rather than the default 0 (infinite) and this has produced great returns of speed of restore. BUT, surely this shouldn't be necessary if we had SCSI fast locate blocks, as I understand it. So, what are they, and should I have them in my setup ? I think our LTO1 drives are seagate and our LTO2 are IBM.....
