Scrolling Text Box

I am trying to put text into an editable region, and I want it to scroll when the box overflows. I have tried textarea, but I found that this lets EVERYONE even people just visiting the page to edit the text too.

Can someone help me with what I should do?

Use a DIV.

<div id="scrollingbox" style="width:200px; height:300px; overflow:scroll;">
[red]Put the text that will need to scroll here[/red]
