scrolling an item in a list

Who can tell me what's the best control to use for scrolling an item up and down in a list. I started with a listview, but I want to be sure that I'm on the right track here. I would like to do the same thing as in the VB's references menu, where you can change the priority of the references. A simple example would also be great !
