scrollbars on the left? 3

i noticed this when i was researching an essay. although i coulden't read the text, i noticed that the scroll bar is on the left, rather then the right. dose the scrollbar change with the char encode, or is it like that for some other reason?

Hello.

Just put this tag on the first line of your html code:
<html dir="rtl"> in order to get a scrollbar on the left side of the document.
"rtl" means right to left.
