Scrollbar problem using Layers

Hi,

Heres the problem page:

Basically in IE 5+, scrollbars are show, allowing me to scroll between images. In Netscape, the scrollbars don't show up, and in Opera, both images show up regardless of the layer size I've set.

Any ideas why this is?

I've created the layers straight from DW, so what's the problem?
