Scroll Over Box Help

I need some help for my work. Me and my uncle, who I work for, need to figure out how to make his website so when you scroll over a word, a little box pops up that has info in it. We can not figure out what to to, we have tried everything we can think of. Help would be greatly appreciated. I am pretty sure that he has the newest version of Publisher, but I am not there to check.
 
What you are talking about is a ScreenTip, which is text that is displayed when you move your mouse over a link. When you edit or insert hyperlinks in Word, there are more options than when using publisher. If you do a simple on in word, you'll see how it works.

The option does seem to be there in Publisher, not quite the same as word, but it is greyed out when I try it.

 
On web pages, it is called Alt Text, as in alternative text.

Look in Help for Alt text. Here is what I got in version 2007:

Open your Web page in Microsoft Office Publisher.
Select the picture to which you want to add alternate text.
On the Format menu, click Picture.
Click the Web tab.
Under Alternative text, type text that describes the content of the picture.
