Scroll Bars Grayed Out

MS Projects 2003.

The bottom scroll bar in MS Projects 2003 is visible, but grayed out.

The Right scroll bar is working normally.

Any recommendations on how to fix this would be appreciated.

As a start, Tools | Options | View-tab -- is there a check mark next to "Scroll bars"?

Which View are you using?

 
Yes, the Scroll Bars is checked.
The view is a created view that was created from the Gantt view.

The strange thing is the right scroll bar is working normally.

The problem appears to only be on one PC. Opening the same files on a different PC does not reproduce the grayed scroll bar.
 
Hmmmm ... since there are two bottom scroll bars on the Gantt view: which one is it? Is it the one under the lefthand side info (Task name, etc.) or the one under the Gantt chart?
 
Both sides are grayed out.
 
Well, I'm totally stumped then!

What happens -- on that one machine -- when you open a Word document and change the zoom factor to 200% (to force the document display to be too big to fit on the screen and, therefore, force Word to create a horizontal scroll bar)?

I'm stumped. Oh, wait, I said that.
