Scroll bars and a pesky "gap" appearing for no reason?

I had tried to resolve this in a couple of other forums related to web design with no definitive answer so I thought I'd throw it out here and see if anybody knows what's going on.

Here's the deal, pages I have designed aren't displaying correctly when viewed in IE 5, 5.5, 6 and maybe versions lower than these. Specifically, when I place text close to the edges of the page and close to the bottom, they produce scroll bars when viewed. But here's the catch, if I hit the "refresh" button, they disappear. Leave the page and then hit the "back button" they reappear. Hit refresh, gone again.

The other problem I have is with tables not displaying right. If I insert a simple table and set it to display at 100% page width, it should expand to cover the entire page (assuming I have set all page margins to zero). But when I view these pages, they leave a gap on the right hand side of about 15 pixels. Hit the "refresh" button and the gap disappears, fully covering the entire width of the page. Leave the page and hit the "back button" and the gap reappears. Hit refresh, gone again.

This doesn't occur in Netscape 4.5 or Netscape 6.22, only in Internet Explorer. And the problem corrects itself with a click of the refresh button. I have also figured out how to correct this problem using a little javascript. Interestingly enough, if I set any of these pages in question as the default "home page" for Internet Explorer, they open without the problems - same effect as the refresh button.

So what's the deal on this one? It *appears* to be an Internet Explorer issue. Anyone able to confirm this as a bug or have any suggestions aside of using javascript to correct it?
