Scroll bar coloring? 1

I've seen a number of pages recently in which the scroll bar has been colored to match the rest of the site colors. I had originally thought that this was a page settings option and then thought perhaps that it was a CSS style setting.

Have done some research since and been unable to turn anything up...

Anyone care to point me in the right direction?
