Script works on one server but not the other

You can see the script here: thread219-620287 works fine on localhost:
Apache/2.0.44 (Win32) mod_perl/1.99_08 Perl/v5.8.0

It dies on my server (CGI Wrapper Failed):
Apache/1.3.20 Sun Cobalt (Unix) mod_perl/1.25

I have the shebang line correct. CHMOD is done. What could be wrong? :(

There are other scripts running without problems :/
