When I run a Script-Fu on a text layer the image gets resized down to just a rectangle around the text. Then when I put a layer back behind the resized layers I can only see the portion of the background that is the size of the top layers. Even if I bring the "background" to the top. I am using the Chrome & Alien Glow scripts in particular. I am trying to put some modified text on top of a much larger picture.

I don't have time to play with this one, but I'm guessing that it isn't just the LAYER that is being resized, but the IMAGE itself. (You can have layers that are larger or smaller than the actual image.) Try using the image menu to change the image (or CANVAS) size.
