Script for desktop color for Terminal Server sessions

Ive reviewed a couple of threads here but can't find exactly what I am looking for.

I am trying to set the desktop color for terminal server sessions on 2003 server. Either at login or permanently, either way. I would like the desktop to be white.

Any suggestions.
