Script for a Search Engine on the Web

I am running Apache web server on a Windows 2K PC.
I also have Active Perl 5 installed.
I want to create a search engine, such that, it should query on the key words entered by me, and look for the documents that have the key words in the document title.

Do I need to write a script? If yes, is Perl the way to go?

What else do I need besides the script?

All the help is appreciated
