Is the format of .asx script files available anywhere, or is there a utility available anywhere that can read display/print them?
 
Yes, there is a utility that will decode the script and display it in plain text and allow you to print it.

Access the utility by running Arcserve manager.

Choose the job queue manager.

Right-click the queue and add a new job to the queue, point to the script you wish to view.

Now you can right-click the JOB DETAIL and print the job setup to a file or on paper.

Yes, I know this isn't EXACTLY what you wanted, but it is all I am aware of for this purpose.

There is a COMMAND LINE interface for Arcserve 2000 that may or may not help you (available only from CA directly - call your rep. or tech support), and you may wish to look at Arcbatch - included with your Arcserve 2k.
