For some reason when I start up any of my browsers, every page is so big that I have to scroll down the see the rest of the page, or I have to scroll over to finish reading an article. I was wondering if any of you know how to correct this problem.

In Internet Explorer, View, Text size, and select a smaller text size.

If you have a wheel mouse, hold down the Ctrl key while scrolling the wheel to adjust the text size.
 
I have tried that, it's not the text size, it's the size of the screen.
 
Check your accessibility options in IE and in the Windows settings.

Start IE.
Start a second instance, from a hyperlink or otherwise.
Close the original IE instance.
Drag the second instance window top, bottom, right, left to what you would like.
Hold down the Ctrl key and click the red X to close the window.

You have now preserved in Windows you windows sizing preferences.

Everything else is either:

. A font issue.
. A Text size issue.

Use the View, Encoding to set to Auto Determine.
Use the View, Text size to choose a smaller font.
Check through Control Panel, Regional and Language Options, that under the Advanced tab you have English - (US) selected.
